John Graham is a former Foreign Service Officer whose postings included Havana, Guyana, Santo Domingo, London and Caracas. In 1992 he took up a position as the first Head of the Unit for the Promotion of Democracy at the Organisation of American States (OAS). He is now Senior Advisor (Americas) to the International Foundation for Electoral Systems (IFES).
