Dr. Gibson joined the department as a Third Secretary in July, 1938. Literally 20 minutes after reporting at the East Block he was seconded to the office of the Prime Minister (Mr. Mackenzie King was, and remained until September, 1946, Secretary of State for External Affairs.) With the exception of four weeks in February, 1947, when he was Acting Head of the then First Political Division, all of Dr. Gibson’s working time was on Mr. King’s staff, latterly with the courtesy title of External Affairs Liaison Officer. When he resigned from the Foreign Service in July, 1947, the post was not filled.
