To give you a hand, the skeleton-boxes in THE MESSAGE are numbered in order from 1 to 334. The numbers under the letter-spaces in THE CLUES are the same numbers; that is, if letter 131 in THE MESSAGE was a Z (which it isn’t), then so would letter 131 in THE CLUES number PP. The letter under each skeleton-box in THE MESSAGE in fact tells you in which clue the corresponding letter-space is found. So you can go both ways — by guessing THE CLUES and then using the letters to fill in THE MESSAGE, or by guessing the words (perhaps half-completed) in THE MESSAGE and then using the letters to give you hints to THE CLUES.

As you can see, the letters have been taken out (all but a few “the’s”) leaving a series of empty boxes as a skeleton. The letters have been re-arranged to make up a series of new words, which form the answers to THE CLUES (42 words and phrases in all) which follow after THE MESSAGE. These clues all relate in some fashion (often twisted) to the history of External Affairs or Canada’s external affairs. Most of the clues are at least semi-serious. Others…

Good Luck!!! A Aalto intends to spend the next few months hiding out from many outraged fans…
