As part of a successful career in the Canadian Armed Forces, Brigadier Cooper served twice as Military Adviser to the Canadian Delegation to the International Commission for Supervision and Control in Laos in 1956-57 and 1961-62. He was seconded to External Affairs to serve as Canadian Commissioner to the ICSC in Laos from 1966-69. In 1969 he joined External Affairs and served in London, first as Canadian Secretary to the Queen for Royal Visits and then as Minister Counsellor (Admin). From 1976 to 1979 he was High Commissioner in Sri Lanka. He died at his home in England on November 27, 1993.
