As a former colleague and dear friend, this is being written with a heavy heart and deep sadness. Howie was born in Edmonton, Alta. He graduated with honours (B.A. Economics) in 1963 and joined the Trade Commissioner Service in 1964. His postings included Lagos, Warsaw, Lima and the Permanent Mission to OECD, Paris, interspersed with appointments in Ottawa accompanied by promotions.
Howie was a quiet high flyer whose professional contributions brought honour to Canada and distinction to his accomplishments. He was the consummate public servant who was always prepared, listening, heeding, sensitive and, not least, highly valued for his measured counsel and sound judgment to Ministers or junior officers (to whom he was a revered mentor). He was respected, admired and well liked. His wry wit was served with a smile or a chuckle.

(613) 226-5915 appraisalottawa.com Having been promoted to Deputy Registrar General, he was subsequently selected as the first Ethics Counsellor to the Prime Minister, his most exacting professional and intellectual challenge. Again, he was credited with an outstanding performance. He was in a highly politically delicate assignment. He also made his mark at the Rideau Club. He was much esteemed by the Board of Directors, the Membership and Special Events Committees, in which he served with distinction and enthusiasm. He will be fondly remembered as Un Grand Commis de l’État. He will be missed by colleagues and friends who were privileged to know him.
