Bert served in the RCAF during World War II. He joined External Affairs in 1949 and served in Eastern European posts and Ottawa before being appointed High Commissioner to Ghana, with concurrent accreditation as Ambassador to Ivory Coast, Togo and Upper Volta in 1966. In 1968 he served as Special Assistant to the Rt. Hon. L.B. Pearson when he was Chairman of the Rockefeller Commission on International Development. In 1969-71 he was Canadian Commissioner on the International Commissions for Supervision and Control in Vietnam and Laos and from 1975-76 Ambassador to Poland.
After retiring in 1979 Bert obtained a Ph.D. degree in Philosophy and lectured on the subject at McGill University. He was a gentle and thoughtful man. He died in Ottawa on March 9, 1994. He is survived by his wife Marion and two daughters.
