For the second annual PAFSO Canadian Foreign Service Officer Award, we decided to hold an Awards Dinner at the National Arts Centre.

The SSEA, the Honourable Barbara McDougall, making her first address to officers of the Department since assuming office, became ill the day before our event.

As events turned out, PAFSO had also invited a distinguished Canadian, Maurice Strong, Secretary-General of the United Nations Conference on Environment and Development, to attend the ceremony. In the end, the SSEA delivered her statement to PAFSO immediately after the dinner and then exited stage right, leaving Mr. Strong to present the Award.

Alexandra Bezeredi received the 1991 Foreign Service Officer Award (and $1000) for her dedication and commitment in pursuing Canada’s foreign policy objectives in international environment and development issues in the United Nations.

In addition to this Award, PAFSO also presented two Citations and a Special Commendation. Gil Rishchynski received the first Citation, presented by one of our judges, Frank Petrie, for his exemplary work promoting Latin American trade.

Claude Baillargeon received the other Citation from another judge, Blair Seaborn, for his behind-the-scenes skills with regard to La Francophonie.

Viggie Ring, also a judge, and Scott Mullin, one of last year’s Citation winners, jointly presented a Special Commendation awarded to Bill Bowden, our former Chargé d’Affaires in Kuwait.

Nominations are now open for the 1992 Award. If you know a colleague whose professional dedication merits wider recognition in the Department, please consider sending PAFSO a nomination, before 30 April 1992. All nominations will be acknowledged by PAFSO and all candidates nominated will be informed afterwards by PAFSO that they were considered for the Award. Your support will help PAFSO continue to build upon the success of our newest tradition. See you at the 1992 Awards Dinner!
