bout Wins Praise

Thank you very much for your letter of August 6 together with a copy of the summer issue of bout de papier.

I have very much enjoyed reading this most interesting publication.

FSO Should Be Heard

Thank you for sending me the copies of bout de papier. It is interesting to contrast the 1968 Robertson Review performed as it was in relative secrecy with the open process of consultation adopted by our Committee.

As you know, Phase I of the Special Joint Committee will address only the issues of Canadian involvement in the Strategic Defence Initiative and Bilateral Trade with the United States. This Phase will consist mostly of regional consultations with key groups in Canadian society.

As much broader range of Canadian foreign policy concerns will be addressed in Phase II. It would seem appropriate that the view of Foreign Service Officers be heard as part of that Phase.

Corrects Notes

Thank you for your letter of August 12 and for the attached copy of the summer issue of bout de papier. I have read it through with great interest and congratulate you on the quality of your articles and editing. It is obviously a publication capable of making an important contribution to the esprit de corps of the Foreign Service.

Incidentally, the biographical notes at the end of the article “Today’s Diplomacy” aren’t entirely accurate. I joined the Foreign Service in 1946, not 1959, and served at the U.N. in New York as well as in London, Tokyo, and Paris. I retired, not from Bonn but after my tour as Ambassador to NATO in Brussels.

With best wishes for the future success of your work.

John G.H. Halstead

Congratulations bout

Thank you for your letter of June 21 which was awaiting me upon our return recently from a fortnight in France.

I found the March issue you kindly sent me most interesting, and particularly your interview • with Charles Ritchie. It was delightful. You and the Advisory Committee are to be congratulated.

John Starnes

Vital Forum

I have read with interest and enjoyment the copy of bout de papier that you sent me last month. I am delighted by this initiative, especially because it has the potential to provide the Foreign Service community with a forum for frank exchanges of controversial ideas. While always important, I think such a forum will be particularly vital in the difficult times that will face Foreign Service Officers during the next few years.

I wish you all the best.
