A graduate in agriculture from the University of Saskatchewan, Roy worked with livestock firms for a number of years before joining the Canadian Army, with which he served in England and Italy where he was wounded at Ortona in 1944. He joined the Department of Trade and Commerce in 1945 as an agricultural specialist, serving in Washington, London, Melbourne, Trinidad and Jamaica. From 1964-67 he was Consul General in Hamburg and from 1967-71 Consul General in Milan. After retiring he spent six months in 1972 assisting the Tanzanian Government to set up its foreign trade service. He retired in Victoria where he died on 11 July 1994, aged 88.
