On June 12, 1996 PAFSO took pause to salute its own. As it has done for the past six years, the 1996 PAFSO Awards banquet was a celebration of the best that the foreign service has to offer. And once again we were not disappointed. The four winners spanned the spectrum of foreign service activities. But they had one quality in common – Excellence.
Anne Arnott, Deputy Director, Eastern Europe Division, International Region in Citizenship and Immigration, received an Award in recognition of her consistent and exceptional performance in delivering Canada’s Immigration programmes throughout her career. Kerry Buck, Second Secretary at the Canadian Permanent Mission to the United Nations in New York, received an Award for her exemplary work, superior negotiating skills and major contribution to Canada’s leading role at the Fourth United Nations World Conference on Women held in Beijing in September, 1995. Eduardo del Buey, Counsellor in Charge of the Cultural, Media and Academic Relations Section of the Canadian Embassy in Mexico City, received an Award for his outstanding, innovative and imaginative efforts in building, developing and enhancing cultural and academic relations between Canada and Spain and Canada and Mexico. Dominic Scott, an Officer with the Canadian Trade Office in Taipei, received an Award for his exceptional leadership role in conceiving, planning, financing and implementing “Festival Canada”, a six-week integrated series of business, cultural, educational and immigration-related activities in April- May 1996, which significantly raised Canada’s profile in Taiwan.
All four of these Officers have acquitted themselves with distinction and are the embodiment of dedication to public service. Each one of them is “Canada” to the international community in which they work. They have done us proud and we all benefit from their enduring contribution. PAFSO looks forward to presenting its 1997 awards for excellence at its Awards banquet in June 1997.
Also presented on June 12 were the Retired Heads of Mission Awards for Best Article by an FS officer published in bout de papier magazine. The Award for 1994 was presented to David Edwards for his article, “Travelling the Trans-Siberian in Troubled Times”. The Award for 1995 was accepted by Bryan Burton on behalf of Terry Greenberg for his article, “China’s Wall”.
